"squawk box" begins right now. >>> good morning, everyone. welcome to "squawk box" here on cnbc. i'm becky quick along with joe kernen and andrew ross sorkin. our guest host this hour is julia sed. fiscal cliff negotiations, our top story. now president obama is proposing leaving lower tax rates in place for everyone except those earning $400,000 and above. that's above the $250,000 threshold that the president has been demanding for months, but it is still far from speaker john boehner's request of $1 million. a source familiar with the talk says this is by no means the final offer for the white house. the move by the president was welcomed, albeit with some reservations. we will talk about the latest developments in just a few minutes. in the meantime, the global markets seem to be taking note of the optimism. you can see right now that those dow futures are up by 54 points. this comes after a decent rally for the markets yeste

what is currently the largest u.s. gun manufacturer. >> so, dan, is this like when you invest in your 401(k) or whatever, whatever investment you might have, and it is in a mutual fund and you don't know which companies are in that mutual fund. is that how it is or did they have direct knowledge that this company was a maker of these rifles? >> no, it is different. first of all, it is different because of the long-term investment. unlike your 401(k), if you wanted to pull your money out, you can't. once you're in, you're in, unless you did a private sale with someone else. but they know what's in it. these are large transactions, and for callisters which committed $500 million to one of these funds they don't give a $500 million check up front. they say we'll give you this money and every time they do a deal, it asks for a piece of the money to do the deal, in the case of freedom group, they would have asked for money to do bushmaster and so on. plus, freedom group filed to go public in 2009. callisters would have known about that and gotten quarterly updates from the firm. >> so, dan

regulations. just watch. >> what happened in newtown, connecticut, has put the spotlight on gun laws in the u.s. government dannel malloy says with his state's tough gun regulations it's not enough. >> in the absence of a federal framework in which we limit the explosive nature of the weapons and ammunition that's used, no state would ever be safe based on simply its own laws. that's why the brady bill, that's why the assault weapons ban, was so very important. >> reporter: the only federal ban on assault rifles became law in 1994 but expired in 2004. connecticut still has a similar law on its books banning assault rifles but that law didn't apply to the bushmaster ar-15 rifle adam lanza used during his shooting rampage. the state's gun law would have been baned the 30 round magazine lanza used. >> as everyones aware from the traj doif la tragedy 0 last friday, magazine is legal and you don't need a background state to get those types of military-style weapons. >> reporter: robin thomas says federal laws are minimal, at best. according to the bureau of alcohol, tobacco and firearms the u.s. gov

of potential violations of the u.s. foreign corrupt practices act that we began more than a year ago. walmart is conducting that massive internal investigation in conjunction with the department of justice and s.e.c. that's in the wake of that previous article published back by the "times" in april which were so damning. the investigation focuses on whether or not they violated the foreign corrupt practices act. they started the investigation a year ago, remember, because "the new york times" began approaching them for comment about the investigation that they were doing themselves. why it started long before the article came out. guys, back to you. >> michelle, we had a big debate before the show whether or not the "times" added anything new, other than grtheir granularity. >> you didn't see any direct lines drawn from what was happening in mexico to any current executives at this point. this article did not even mention eduardo castro, who was head of walmart-mexico at this period of time, and who is definitely one of the people in focus at this time. but i think the granularity adds a lot

underway. >>jonathan: the chemical weapons are a major concern for u.s. officials and the state department spokeswoman said that, saying they could fall in the hands of the rebels and they could use them. what do we do about the chemical weapons? >>guest: i am sure that the pentagon is now reviewing all of the contingency operations on the board, so to speak. this is one of the real dangers we have. if the rebels take over, then what? who are among the rebels? al qaeda elements in there? securing those places will be very important. it will take a lot of intelligence analysis. we will have to share that information certainly with the israels, the russians will be very much concerned about it. all countries should be concerned about should the chemical or biological agents end up in the hands of terrorist groups. we are ought at risk. >>jonathan: for skeptical americans, how do we trust what we are told by our own officials? >>guest: well, the bar of skepticism is pretty high for most members. i can tell you, way back in the 80's when i served on the intelligence committee in the senate, i
